{"id":7108,"date":"2017-01-11T01:31:04","date_gmt":"2017-01-11T01:31:04","guid":{"rendered":"http:\/\/www.thespbl.co.uk\/news\/?p=7108"},"modified":"2017-01-11T01:31:04","modified_gmt":"2017-01-11T01:31:04","slug":"2017-agm-match-rule-changes","status":"publish","type":"post","link":"https:\/\/www.thespbl.co.uk\/news\/?p=7108","title":{"rendered":"2017 AGM &#8211; Match Rule Changes"},"content":{"rendered":"<p>Below are the rule changes that have been proposed for the 2017 AGM, along with reasons from the League Management Committee for the change.<\/p>\n<p><strong>AMENDMENT TO MATCH RULE 2 (CONCESSIONS)<\/strong><\/p>\n<p><strong>CURRENT RULE:<\/strong><\/p>\n<p>All matches to be played on the published fixture date unless BCGBA or SCGBA fixtures or inclement weather cause a postponement save that each club will be allowed one concession during the season (if required). Where a club requests a concession then it must be notified to the Fixture Secretary no later than the 1st March. The re-arranged game must be played within 28 days of the original date (either before or after). Any\u00a0re-arranged match with a date within 28 days of the final match must be played before the final match of the season. In the event that a fixture does not take place on a Friday night, the club may request a concession to\u00a0re-arrange the date within the requirements listed above. Any concession for a change from a \u201cnon Friday\u201d date will be in addition to the one\u00a0concession per season.<\/p>\n<p><strong>1ST PROPOSED RULE:<\/strong><\/p>\n<p>If both teams are in agreement then a fixture may be played before the scheduled fixture date. Otherwise it is to be played on the scheduled fixture date except:<\/p>\n<p>a) Clashing with BCGBA or SCGBA fixtures<\/p>\n<p>b) Inclement weather (see rule 6)<\/p>\n<p>c) Bereavement within the club<\/p>\n<p>Games that do not take place because of (a), (b) or (c) must inform the Secretary the reason why it was not played within 48 hours of the fixture. The game must be played within 28 days and before the last game of the season. Failure to rearrange the game within the time allowed will result in a 7 point deduction and a \u00a350 fine, with a new date to be set by the Management Committee.<\/p>\n<p><u>Proposed by League Management Committee<\/u><\/p>\n<p><em>We feel that the current rule isn&#8217;t fair on all clubs with some teams having to move games because of the other team, sometimes creating weeks between games. Some teams also take concessions because they might need it when in fact they don&#8217;t in the end. This rule will allow a team to still move a game if they have many players out on holiday, wedding etc. if the other team is in agreement. It is a similar rule to the Mid-Shropshire League and they have hardly had any problems with it. This will hopefully mean less games are moved and the season is more fluent.\u00a0<\/em><\/p>\n<p><strong>2ND PROPOSED RULE:<\/strong><\/p>\n<p>All matches to be played on the published fixture date unless BCGBA or SCGBA fixtures or inclement weather or bereavement cause a postponement. The game must be played within 28 days and before the last game of the season. Failure to rearrange the game within the time allowed will result in a 7 point deduction and a \u00a350 fine, with a new date to be set by the Management Committee.<\/p>\n<p><u>Proposed by St Georges<\/u><\/p>\n<p><strong>AMENDMENT TO MATCH RULE 17 (CHAMPIONSHIP\/BOTTOM SPOT DECIDER)<\/strong><\/p>\n<p><strong>CURRENT RULE:<\/strong><\/p>\n<p>The championship shall be awarded to the team with the highest\u00a0number of points.<\/p>\n<p>In the event of a tie for first place or bottom place on points then the\u00a0Management Committee shall arrange for those teams to play a championship decider\/relegation play off on a date and at a neutral venue to be agreed.<\/p>\n<p>To be eligible to play in a championship decider\/relegation play off match a player must have played at least six league games in that season.<\/p>\n<p>If the championship decider ends level on aggregate then the team with the most individual winners shall be declared champions.<\/p>\n<p>If a winner cannot be arrived at then three players from each team\u00a0comprising one from the first four one from the middle and one from the last four of the players competing in the championship decider will play again up to 11 and the championship will be awarded to the team whose players have the highest number of points.<\/p>\n<p>If the relegation play off ends level on aggregate then the team with the least individual winners shall finish bottom of the league. If a loser cannot be arrived at then three players from each team comprising one from the first four one from the middle and one from the last four of the players competing in the relegation play off will play again up to 11 and the team to finish bottom will be awarded to the team whose players have the\u00a0lowest number of points.<\/p>\n<p>For league positions from 3 to 12 then where there is a tie on points then the position will be determined firstly by the highest number of winners and then by points aggregate.<\/p>\n<p><strong>PROPOSED RULE:<\/strong><\/p>\n<p>The championship shall be awarded to the team with the highest\u00a0number of points.<\/p>\n<p>In the event of a tie for first place or bottom place on points then the\u00a0Management Committee shall arrange for those teams to play a championship decider\/relegation play off on a date and at a neutral venue to be agreed.<\/p>\n<p>To be eligible to play in a championship decider\/<strong>bottom spot<\/strong> play off match a player must have played at least six league games in that season.<\/p>\n<p><strong>The Championship Decider will comprise 12 games of 21 up with the winners to be decided by overall aggregate who will win the Championship. If there is another tie, the process is continued with the same players playing each other again in the same format until a team scores the highest number of aggregate points and is awarded the championship. <\/strong><\/p>\n<p><strong>The Bottom Spot Decider will comprise 12 games of 21 up with the losers to be decided by overall aggregate, who will finish in bottom spot. In the event of a tie then four players who competed in the match will play again up to 11 and the bottom spot will be awarded to the team whose players combined have the lowest number of aggregate points. If there is another tie, the process is continued with the same players playing each other again in the same format until a team scores the lowest number of aggregate points and finishes in bottom place. <\/strong><\/p>\n<p>For league positions from 3 to 12 then where there is a tie on points then the position will be determined firstly by the highest number of winners and then by points aggregate.<\/p>\n<p><u>Proposed by League Management Committee<\/u><\/p>\n<p><em>We felt that all games that finished tied should be decided by the same format, which is players going back on the green, just like the BCGBA do in the County matches. It will also create more excitement and solve the problem of having to decide who&#8217;s won if it&#8217;s drawn.\u00a0<\/em><\/p>\n<p><strong>NEW MATCH RULE 22 (MOST IMPROVED TEAM)<\/strong><\/p>\n<p>There will be a prize of Most Improved Team awarded to the team who has scored the most points in the current season compared to the previous season. Only teams who played in the League the season before are eligible for this award. The amount given to the winners will be decided at the March Executive Committee Meeting.<\/p>\n<p><u>Proposed by League Management Committee<\/u><\/p>\n<p><em>This is to stop teams that have come into the league winning the Most Improved Team after taking the second bottom&#8217;s team total, an unofficial rule created a few years ago.
