AGM Proposals – Management Rules

  1. AMENDMENT TO MANAGEMENT RULE 2 (OFFICERS)

CURRENT RULE:

The officers of the league shall be its President, Chairman, Vice Chairman, Meetings Secretary, Treasurer, Fixtures Secretary and Competitions Secretary. These officers will form the Management Committee together with one other member to be elected at the annual general meeting from any of those clubs affiliated to the league.

In the event of the role of Vice Chairman, Meetings Secretary, Treasurer, Fixtures Secretary and Competitions Secretary being split into separate appointments then the persons undertaking those roles shall become members of the Management Committee which shall comprise of at least seven members at any one time.

PROPOSED RULE:

Proposed by League Management Committee

We feel that the website needs someone in an official role as webmaster as to provide and continue being able to update the website regularly. Also feel that it should be a paid role considering the time spent updating it every week.

  1. AMENDMENT TO MANAGEMENT RULE 4 (FEES)

CURRENT RULE:

All clubs shall pay an affiliation fee of £75 per year and thereafter such annual fees as may be decided at the Annual General Meeting.

All clubs shall pay £1-50 per player per match fees. These fees shall be paid to the Treasurer in two instalments each year the first on the 1 July and the second on the 1 October together with any other outstanding fees or fines that may have been imposed.

Any alteration in players fees shall also be decided at the Annual General Meeting.

PROPOSED RULE:

All clubs shall pay an affiliation fee of £75 per year and thereafter such annual fees as may be decided at the Annual General Meeting.

All clubs shall pay £1-50 per player per match fees. These fees shall be paid to the Treasurer in two instalments each year the first by the 1st July and the second by the 1 October.

Any club not paying the fees by the due date shall be fined £25.

Any alteration in players fees shall also be decided at the Annual General Meeting.

 This is to ensure payment is on time each season.

  1. AMENDMENT TO MANAGEMENT RULE 10 (PLAYOFF)

CURRENT RULE:

In the event of a team wishing to join the League. The team finishing bottom in each season will take part in a play off with any team from within the County Association who have won their respective first division league and whose green they have won the league must have floodlights. Where the application is from a club whose green is located outside the Shropshire county boundary, the application will only be considered if the club is solely affiliated to the Shropshire County Bowling Association and they have been affiliated for a minimum period of 10 years.

Where more than one team wishes to join the League then the
Management Committee shall arrange a date and venue for those teams to play against each other to determine who shall go forward to play against the team finishing bottom of the League.

If there is only one application to join the League then that team will automatically play against the team finishing bottom of the League.

Any play off match will be decided by a single match played at a neutral venue on the first Friday in October( or such other date as may be decided by the Management Committee).

The match will comprise 12 games of 21 up the winners to be decided by overall aggregate. In the event of a tie then the team with the most number of individual winners will be declared the winners. If a winner cannot be arrived at then three players from each team one from the first four one from the middle and one from the last four of the players competing in the match will play again up to 11 and the play off place will be awarded to the team whose players have the highest number of points.

To be eligible to play in a play off match a selected player must not have played in any premier league game in that season and have played at least six league games in that season for the team wishing to join the league.   The team wishing to join the League to send their list of eligible players to the League Secretary at least seven days before the date of their match. In the event of a team being unable to provide a full compliment of players then their application will be rejected. To be eligible to play in a play off match for the bottom placed Premier League side, a player must have been registered by the 30th June and have played at least six league games in that season.

Teams submitted before the game is to enable us to produce a programme for the game, which was asked for by a few people watching the game last season. 

We have removed the 30th June rule as players who join after this deadline because they have moved areas would be ineligible in the current rule (see match rule 4).

  1. AMENDMENT TO MANAGEMENT RULE 11 (PRESENTATION EVENING)

CURRENT RULE:

Each club shall have £15 deducted from their prize money for the Annual Presentation Evening which will be held at a venue and on a date to be decided by the Management Committee.

PROPOSED RULE:

The venue for the Presentation Evening will be voted on at that year’s AGM, with nominations from Premier League Clubs given by their delegate(s) at the previous October Meeting. Each club shall have £15 deducted from their prize money for the Annual Presentation Evening.

We feel money from the Presentation Night should go to premier clubs.

  1. AMENDMENT TO MANAGEMENT RULE 12 (COMPETITIONS)

CURRENT RULE:

All member clubs must make their green available for League competitions, unless there are valid reasons (i.e green maintenance).

If the reason is considered by the League Executive insufficient, then members /players from that club will be ineligible to enter that particular competition.

PROPOSED RULE:

All players registered with a premier league club, or a club or clubs invited by the management committee, are allowed to enter individual league competitions.
