- AMENDMENT TO MATCH RULE 2 (CONCESSIONS)
CURRENT RULE:
All matches to be played on the published fixture date unless BCGBA or SCGBA fixtures or inclement weather cause a postponement save that each club will be allowed one concession during the season (if required). Where a club requests a concession then it must be notified to the Fixture Secretary no later than the 1st March. The re-arranged game must be played within 28 days of the original date (either before or after). Any re-arranged match with a date within 28 days of the final match must be played before the final match of the season. In the event that a fixture does not take place on a Friday night, the club may request a concession to re-arrange the date within the requirements listed above. Any concession for a change from a “non Friday” date will be in addition to the one concession per season.
PROPOSED RULE:
All matches to be played on the published fixture date unless BCGBA or SCGBA fixtures, inclement weather or a bereavement within either club causes a postponement. The club who postponed the fixture shall submit details of the postponement to the League Secretary no later than 24 hours after contacting the other club, who they were due to play, about the postponement.

We feel that the concessions have been affecting the league over the years and need to be taken out so all games are played when the scheduled fixture date is. All clubs should be able to field 12 with second teams even with a few players out.
- AMENDMENT TO MATCH RULE 4 (REGISTRATION OF PLAYERS)
CURRENT RULE:
No player shall be eligible to play in any league match or competition organised by the Premier League unless he has been officially registered with the Fixtures Secretary. All clubs must provide to the Fixtures Secretary a list of players seven days prior to the first match in each season. Only those players so registered will be eligible to play in the first game.
Following the first game any further registration of players must be notified to the Fixtures Secretary at least 24 hours prior to playing his first league or competition game.
The Fixtures Secretary will send a list of registered players to each club 48 hours before the first game.
In the event of a club playing an unregistered player a fine of £20 will be payable to the league by the offending club. In addition the game in which the unregistered player took part shall be awarded to the opposing team 21-0 and two points deducted from the offending club.
No further registration of players shall be made after the 30 June without the consent of the Management Committee.
No player shall be permitted to sign for more than one club playing in the league other than in the following situations:
- a) Where a player who has signed for a club for which he has not played in may apply to the Management Committee for approval to transfer to another club but this application must be made by the 30 June.
- b) Where a player moves to another area within the league he may apply to the Management Committee to transfer at any time before the 31 August provided that no more than 5 games have been played for his previous club.
Any player wishing to transfer shall not be allowed to do so until such time as he has fulfilled all his financial obligations to the club from whom he wishes to transfer.

We have increased the fine for an inelligible player to £25 so it matches playing with a player less, and also given a 21-11 win for the player who receives the 21-0 win as this wasn’t written down before. We propose that players cannot be registered after the 30th June so players can’t be brought in to help save relegation or win the league. But as players could move into the area and want to play we changed the rule to allow this.
- AMENDMENT TO MATCH RULE 8 (THE DRAW)
CURRENT RULE:
When the match is a 7 p.m. start: Once the draw has been made by the two captains and a player has been drawn out to play then, if that player for any reason is unable to commence his game within 10 minutes of being called upon to play, then he shall play no further part in the match and a reserve shall take his place.
If the match is a 7.15pm start as under rule 3 of the Match rules and rule 4 of competition rules then the first four players must report to the green for play as soon as called and no 10-minute grace will be given.
If no reserve is available then the game shall be awarded to the opposing team 21-0
Teams failing to provide a full complement of players will be fined £25 and be deducted two points per absent player.
PROPOSED RULE:

This is similar to the last rule in giving a win for the player in the aggregates who receive a 21-0 win when a player doesn’t turn up.
- AMENDMENT TO MATCH RULE 13 (RESULT CARD)
(a) Home clubs shall ensure the result card details are entered on the website within 24 hours of the match being completed. Failure to comply with this rule will result in a fine of £5. The details should then be checked and approved by the away club within five days of the match being played.
(b) Clubs shall retain all the result cards for the home fixtures of all their teams until the end of the season. Result cards must clearly show individual player details which must include BCGBA numbers, forenames and surnames for players of both teams, and the correct associated scores.
(c) Clubs must present result cards for verification within 72 hours of being called for by the league or a league officer.
(d) Where a dispute arises and a result card is not provided for verification, the complainant shall have their complaint upheld, with no right of appeal being given to the home team.
(e) A £5 fine may be incurred for either club named on a result card for failing to ensure player details are recorded accurately, and for failing to ensure the card is signed by their team captain.
(f) Changes to club registered lists, or new member registration numbers, must be entered on the registration page of the website by clubs before the seasonal cut-off point. Thereafter all changes can only be made via the nominated league officer (Fixtures Secretary).
(g) The principles of these rules are to ensure clubs enter their home fixture results in a timely and accurate manner, which must be fair to both sides playing in the fixture. The league may take action against a club, or a member of a club, who – for whatever reason – fails to meet these principles.

- AMENDMENT TO MATCH RULE 15 (NOMINATED GREEN)
CURRENT RULE:
Every club must before the first match of each season nominate the green on which they will play and inform the Treasurer/Fixtures Secretary. Failure to nominate a green will result in a fine of £10 for that club.
Once nominated that green shall be used for that season.
Should the nominated green become unavailable as a result of vandalism/etc during the season then the Management Committee together with the affected club shall endeavour to make alternative arrangements.
PROPOSED RULE:
Every club must before the first match of each season nominate the green on which they will play at their own club and inform the Fixtures Secretary. Failure to nominate a green will result in a fine of £10 for that club.

- AMENDMENT TO MATCH RULE 17 (CHAMPIONSHIP/RELEGATION DECIDER)
The championship shall be awarded to the team with the highest number of points.
In the event of a tie for first place or bottom place on points then the Management Committee shall arrange for those teams to play a champion ship decider/relegation play off on a date and at a neutral venue to be agreed.
If the championship decider ends level on aggregate then the team with the most individual winners shall be declared champions.
If a winner cannot be arrived at then three players from each team comprising one from the first four one from the middle and one from the last four of the players competing in the championship decider will play again up to 11 and the championship will be awarded to the team whose players have the highest number of points.
If the relegation play off ends level on aggregate then the team with the least individual winners shall finish bottom of the league. If a loser cannot be arrived at then three players from each team comprising one from the first four one from the middle and one from the last four of the players competing in the relegation play off will play again up to 11 and the team to finish bottom will be awarded to the team whose players have the lowest number of points.
For league positions from 3 to 12 then where there is a tie on points then the position will be determined firstly by the highest number of winners and then by points aggregate.
PROPOSED RULE:
The championship shall be awarded to the team with the highest number of points.
